I don't really know what they use this concrete block for, but I've got a few (dozen) ideas.
It made me think of these Heineken beer bottle bricks, the 1960's version of upcycling.
It was an idea that was far ahead of its time so, sadly, there was only one production run of them. The shed built from that one run is still on the Heineken estate.

those lego blocks are for making walls by the see. so it gives a litle protection.

Great post! I've never heard of those! I was just taking photos of a glass brick wall at our neighborhood library :)
